1. 美国 – 截止6pm MDT，全国确诊新冠病毒病例: 397,726 (自昨晚6pm +30,897)。死亡: 12,788(+1,930)，治愈: 21,849(+2,268)。 (https://coronavirus.1point3acres.com/)

4. 州长赫伯特在今天的新闻发布会开始时戴着口罩。他强调了美国小型企业管理局的冠状病毒缓解方案，尤其是“薪水保护计划”（PPP）。他鼓励企业从4月4日星期五开始申请PPP，网址为https://www.sba.gov/funding-programs/loans/coronavirus-relief-options。如果PPP贷款用于薪金成本，抵押贷款利息，房租和水电费，则该笔贷款将被完全免除（由于可能很高的认购额，必须将至少75％的被免除金额用于薪水）。贷款付款也将推迟六个月。不需要抵押或个人担保。政府和贷方都不会向小企业收取任何费用。贷款免还宽恕基于雇主维持或迅速重新雇用雇员并维持原工资水平。如果全职员工人数减少，或者薪水和工资减少，贷款宽恕将减少。该贷款的期限为2年，利率为1％。有关更多信息，请参见https://coronavirus.utah.gov/business/。
5. 在4/7新闻发布会上，州流行病学家Dunn博士介绍说，犹他州的冠状病毒检测阳性率很稳定（〜5％），而假阳性检测率也很低。 因此，公共卫生将所有阳性测试视为真实阳性病例，并进行接触者追踪。接触跟踪调查从患者出现症状的前两天开始。她还说州里一直在积极致力于解决采样棉签短缺的问题。

2. Utah COVID-19 Cases reported by Utah Department of Health as of today: 1,738(+63) confirmed cases total, number of people tested 34,647, positive rate 5.02%; Hospitalization 148(+10), 8.52% of the total cases; death cases 13, death rate 0.75%; recovered cases 26 (data from 1point3acres.com). The number of new cases is the new lowest in last 12 days following yesterday’s low value. The growth of coronavirus cases in Utah has been mainly following subexponential growth trend, and the growth parameter p showed a clear drop in last two days (p=0.68): http://www.castut.org/covid-19/utah0407en.png. 3. Gov. Herbert wore a face-mask when he began today’s press conference. He emphasized on the US Small Business Administration’s coronavirus relief options, especially Paycheck Protection Program (PPP). He encouraged business to apply for PPP, start on Friday 4/10 at https://www.sba.gov/funding-programs/loans/coronavirus-relief-options. The loan will be fully forgiven if the funds are used for payroll costs, interest on mortgages, rent, and utilities (due to likely high subscription, at least 75% of the forgiven amount must have been used for payroll). Loan payments will also be deferred for six months. No collateral or personal guarantees are required. Neither the government nor lenders will charge small businesses any fees. Forgiveness is based on the employer maintaining or quickly rehiring employees and maintaining salary levels.  Forgiveness will be reduced if full-time headcount declines, or if salaries and wages decrease. This loan has a maturity of 2 years and an interest rate of 1%. More information see https://coronavirus.utah.gov/business/.
4. At 4/7 press conference, Dr. Dunn, the State Epidemiologist, briefed that Utah has a stable positive rate (~5%) of coronavirus testing and very low rate of false positive testing results as well. Therefore public health treats all positive tests as true positive cases and conduct contact tracing. The contact tracking starts two days before a patient who had symptoms. The state has been actively working on swab shortage. 
5. Due to COVID-19, Medicaid has suspended the Community Engagement (self-sufficiency/work) requirement.  Medicaid members do not need to register for work and do not need to complete the assessment, training programs, or job searches. For more information click here: https://medicaid.utah.gov/expansion/community-engagement-requirement-suspended.
