  2. Utah COVID-19 Cases reported by Utah Department of Health as of today: 2,931(+126) confirmed cases total, number of people tested 59,944, positive rate 4.89%; Hospitalization 251(+7), 8.56% of the total cases; death cases 25(+2), death rate 0.85%; recovered cases 565(+122). The growth of coronavirus cases in Utah has been mainly following subexponential growth trend (p=0.53): http://www.castut.org/covid-19/utah0418en.png. The average growth is 4.54% per day for the last 14 days, and 4.25% for the last 7 days.   3. The contagion rate Rt is one key metric Utah should track as the state considers easing coronavirus restrictions. The ultimate goal is to get Rt below one: If the average infected person spreads the disease to fewer than one person, the disease dies out. Utah’s Rt was 3 on 3/16, declined to 0.74 on 4/10, and increased to 1.12 on 4/17. Vermont has the lowest Rt (0.33), Utah ranks in the middle among all states.   4. The Utah Leads Together plan includes three economic phases (urgent, stabilization, and recovery) with an overlay of four colors of public health guidance (red, orange, yellow, and green). The economic phases are statewide and subjects to anticipated timeline, while public health guidance is regional and not bounded by time. The guidance at county level or even community level can be issued in the future. In every color of guidance, high-risk individuals operate under specific instructions issued by the Utah Department of Health. Currently Utah is at the Urgent – Red Color phase.
