Utah COVID-19 Cases reported by Utah Department of Health as of today: 3,782(+170) confirmed cases total, number of people tested 84,697, positive rate 4.47%; Hospitalization 315(+14), 8.33% of the total cases; death cases 39(+4), death rate 1.03%; recovered cases 1,252(+198). The average growth is 4.23% per day for the last 14 days, and 4.16% for the last 7 days.   3. Gov. Herbert confirmed that he’s planning to loosen up some restrictions, tentatively on May 1 to reopen shuttered restaurants, gyms and parks. But he still has some concern and wants to know from the state’s Public Health and Economic Emergency Commission about how relaxing restrictions could affect high risk populations; and if there are parts of Utah that are hot spots for COVID-19 and should remain restricted.   4. Apr 23, 2020, the House has passed a $484 billion funding bill aimed at tiding over small businesses during the coronavirus pandemic. President signed the bill today. The bill will rescue small businesse, help hospitals and expand testing. Roughly $310B will be used refill the small business Paycheck Protection Program, $75B for hospitals and $25B for testing.   5. As COVID-19 continues to impact minority groups at a high rate, Gov. Herbert creates multicultural task force to support Utah minorities hit by COVID-19. Data from across the nation has suggested minority groups have had a higher rate of infection for the novel virus and have generally been more at risk for other pandemic-created issues, such as unemployment.
